A human magician of a likely evil alignment. He seemingly had aspirations of awakening the Tarrasque for some time, and successfully did so after finding out where it was located in eternal slumber. After defeating Ostara the Divine and awakening the Tarrasque, Shandar said it was time to begin the next phase of his plan before teleporting away.
